Edit : Got accepted. But I still think that the description is not complete. The following line should be changed
Given an alphabet set, the first character in the ASCII ordering of the alphabet set is called special LA character
to
Given an alphabet set, the first character ( of working keys ) in the ASCII ordering of the alphabet set is called special LA character

description says in another place:
he writes down all possible LA encodable strings for the limited alphabet set (working keys) in lexicographical order
It means working keys form another alphabet set.
